Women Before Suffrage

Read the source cards, then investigate how women campaigned for the vote in Britain. Use evidence from the cards in your answers.

Source cards: Britain in the 19th and early 20th centuries

Card A — The law: In the 19th century, women in Britain could not vote in parliamentary elections. Married women had limited legal control over their own property. The Married Women’s Property Acts of 1870 and 1882 gave married women greater rights to keep and control property they earned or inherited. Card B — Campaigning: From the mid-19th century, women and their supporters organised meetings, wrote pamphlets and petitions, and held peaceful marches. The National Union of Women’s Suffrage Societies, led by Millicent Fawcett, campaigned using constitutional methods such as lobbying MPs and public meetings. Card C — Direct action: The Women’s Social and Political Union, founded by Emmeline Pankhurst and her daughters in 1903, used the slogan “Deeds, not words”. Some members disrupted political meetings, chained themselves to railings, or damaged property. Imprisoned campaigners sometimes went on hunger strike. These actions attracted attention, but were controversial and could lead to arrest. Card D — Change: In 1918, the Representation of the People Act gave the vote in parliamentary elections to women aged 30 and over who met certain property qualifications, and to all men aged 21 and over. In 1928, the voting age for women was lowered to 21, on the same terms as men. The campaign for votes for women is known as the suffrage movement.

1.According to Card A, what could women not do in parliamentary elections before the reforms?
2.Which law changes in Card A gave married women greater control over property, and in which years were they passed?
3.Which campaign group used constitutional methods, and name one method it used.
4.Match each campaign action to the description that best fits it.
  • Lobbying MPs
  • Petition
  • Hunger strike
  • Peaceful march
  • A list of signatures asking leaders to take action
  • Walking together in public to show support
  • Refusing food while in prison as a protest
  • Trying to persuade elected representatives
5.True or false: In 1918, every woman aged 21 or over could vote on exactly the same terms as men. Correct the statement if it is false.
TrueFalse
6.Put these events in chronological order by writing 1–3: the WSPU is founded; the 1918 Representation of the People Act; the 1928 equal voting terms.
7.Compare the approaches in Cards B and C. Give one difference and one possible reason why the two groups used different methods.
8.Why might direct action have attracted attention but also been controversial? Use evidence from Card C.
9.A newspaper editor says, “The vote was given to all women at once in 1918.” Use the source cards to explain why this claim is inaccurate.
10.Which piece of evidence best shows that the campaign achieved change gradually? Give two dates and describe what changed at each.
