What order should students learn fraction operations in?

Equivalent fractions and simplifying come first — they're the machinery everything else uses. Then adding and subtracting (which need common denominators), then multiplying (straight across, no common denominator), then dividing (keep, change, flip). Converting between improper fractions, mixed numbers and decimals slots in alongside.

Why do adding and multiplying fractions use different rules?

Adding counts pieces, so the pieces must be the same size first — that's what the common denominator does. Multiplying takes a fraction of a fraction (half of a third), which works directly on the numbers: top times top, bottom times bottom. Mixing the two rules up is the single most common fraction error.
