Understanding New Zealand Government
Briefing: A safer route to school
A group of rangatahi is concerned that cars travel too fast past a busy school crossing. They send a petition to their local council asking for a lower speed limit and a safer crossing. The council can make decisions about many local services and facilities, such as local roads and footpaths. It cannot change national road laws by itself. If a change to national law is needed, Parliament may consider it. Parliament is New Zealand’s law-making body and consists of the House of Representatives and the Sovereign, represented by the Governor-General. Members of Parliament (MPs) are elected to represent people. The government is formed by the party or parties able to command the confidence of the House. The Prime Minister leads the government. Ministers lead government departments and carry out policies and laws. Courts interpret and apply the law, independently of Parliament and the government. New Zealand’s system is often described as having legislative, executive and judicial functions, though these functions are not completely separate. The Governor-General performs formal constitutional duties, usually on the advice of ministers.
COMMUNITY CONCERN Residents raise an issue or submit a petition.
LOCAL COUNCIL Can consider local matters such as footpaths and local roads.
PARLIAMENT MPs debate and pass national laws; the government puts policy into action.
