London Blitz Rebuilding Plan

It is 1945. You are helping to plan a London neighbourhood damaged during the Blitz. Read the briefing, use the historical clues and make a rebuilding plan that meets residents’ needs. Use evidence from the sheet to explain your decisions.

Historical briefing: London in 1945

Between 1940 and 1941, German air raids known as the Blitz caused great damage across London. Homes, shops, factories, roads and railway sites were hit. Many people were killed or injured, and many families had to leave damaged homes. When the war in Europe ended in 1945, residents needed safe housing and everyday services, while bombsites and shortages made rebuilding difficult. Building materials and workers were in short supply. Some families were placed in temporary prefabricated homes, often called prefabs. Planners also debated how to improve crowded streets and create healthier neighbourhoods. The 1943 County of London Plan, prepared during the war, proposed changes to London’s layout, including more open space and better organisation of roads and neighbourhoods. Rebuilding had to balance urgent needs with longer-term plans.

HOME STREET Several houses are badly damaged. Families need somewhere safe to live.

MARKET ROAD Some shops are closed or ruined. Residents need food and other essentials nearby.

RAILWAY LANE The railway station is still usable, but nearby roads have rubble and damage.

RIVER GREEN A small patch of open land remains. Residents have asked for a place to rest and play.

Answer using the briefing and planning clues above.

1.In which years did the Blitz take place, according to the briefing?
2.Choose two things, other than homes, that could be damaged in the air raids.
  • Shops and roads
  • Mountains and glaciers
  • Castles and Roman villas
  • Beaches and cliffs
3.Why might a prefab have been useful to a family whose home had been destroyed?
4.The County of London Plan was prepared in 1943, during the war. Give one improvement it proposed, based on the briefing.
5.True or false? In 1945, rebuilding could happen quickly because building materials and workers were plentiful.
TrueFalse

Design a neighbourhood

Create a plan that responds to the clues. Think about what residents need first and what will make the neighbourhood work well in the longer term.

6.What should your plan provide first for families whose homes are badly damaged? Choose one priority and explain why.
Draw a simple plan for the neighbourhood. Include homes, shops, a route to the usable railway station and a place for open space. Add labels and show how people can move safely between them.
7.Describe one choice in your plan that meets residents’ immediate needs and one choice that could improve the neighbourhood in the long term.
8.A planner suggests building homes on every available piece of land. Give one benefit and one possible drawback of this idea, using the planning clues.
9.The railway station is usable, but roads nearby have rubble and damage. What should the plan do to help residents use the station safely?
10.You have limited workers and building materials. Which should be tackled first: repairing essential housing, opening a new park, or rebuilding every shop? Choose one and justify your priority; mention one need that may have to wait.
